A 35-year-old Albany woman has been arrested and charged with attempting to provide material support to ISIS after federal investigators say she took possession of what she believed was an explosive device intended for an attack on the New York State Capitol.
Federal prosecutors announced the arrest Thursday, August 20, following an investigation by the FBI Albany Joint Terrorism Task Force and other law enforcement agencies.
According to the U.S. Department of Justice, Jessica Bowie allegedly planned to use an explosive device against the state Capitol in Albany, with investigators saying she had conducted surveillance of the building and communicated with people she believed could help carry out the attack.
The device she ultimately received, however, was part of an undercover operation. Federal authorities say it was inert and incapable of exploding.
Bowie was arrested on August 19 after taking possession of the device.
FBI Investigation Uncovered Alleged Capitol Attack Plan
Federal investigators say Bowie came to their attention after making statements expressing support for ISIS and communicating with individuals she believed were associated with the terrorist organization.
The investigation was conducted by the FBI Albany Joint Terrorism Task Force, which brings together federal, state and local law enforcement agencies to investigate terrorism threats.
According to the federal complaint, Bowie allegedly carried out reconnaissance of the New York State Capitol between July 21 and August 9.

Prosecutors allege that Bowie was not simply expressing extremist views online but had moved toward concrete preparations for an attack.
According to the complaint, she allegedly discussed using an explosive device at the Capitol with the goal of causing extensive damage and killing lawmakers while they were in session.
Authorities also allege that she discussed fleeing the United States afterward and traveling overseas to join ISIS.

Federal agents and sources working with the investigation communicated with Bowie while she believed she was dealing with people who could assist her terrorist plans.
On August 19, investigators say an undercover operative provided Bowie with what she believed was a functioning explosive device.
It was not.
The device was deliberately rendered inert and non-functional as part of the FBI operation.
Bowie was arrested after taking possession of it.

FBI Albany Special Agent in Charge Craig Tremaroli emphasized the seriousness of the allegations while crediting the Joint Terrorism Task Force with stopping the alleged plot.
“Make no mistake about it, Ms. Bowie’s alleged plot was serious, it was dangerous, and thanks to FBI Albany’s Joint Terrorism Task Force, it was foiled.”
The Target: New York State Capitol
The New York State Capitol sits in the heart of Albany and houses the state’s legislative and executive institutions.
According to prosecutors, the building became the focus of Bowie’s alleged reconnaissance efforts.
Investigators say she photographed entrances and examined security measures during visits to the Capitol.

She has been charged with attempting to provide material support or resources to a designated foreign terrorist organization, according to federal prosecutors.
The charge carries a statutory maximum penalty of 20 years in federal prison, along with potential financial penalties and supervised release.
